The Committee on Government Operations (GO) is a new committee that merges the Committee on Housing, Planning and Government Operations (HPGO) and the Committee on Public Works, Transportation, Labor and Parks (PWTLP)—into one committee providing oversight on a number of County projects, issues and initiatives. Because of the numerous topics covered by Government Operations, meetings are structured to separately address the primary interests of the original committees.  

For meetings dealing with public works, transportation and parks issues Tara Bernard is the coordinator.  This part of the committee monitors construction and maintenance projects that relate to county-owned and operated infrastructure, including its 200 bridges and 179 miles of county-owned roadway; 7 County-operated wastewater treatment plants; sewer and water lines; a materials recovery facility that receives recyclables collected by 35 municipalities; Westchester County Airport, the Norwood Jackson Correctional Facility and the county’s office buildings, parking structures and county courthouse. The Committee also oversees the Parks Department’s management of Rye Playland, Westchester County Center and the county’s more than 17,000 acres, 50 recreational facilities and 6 public golf courses

Barbara Dodds is the coordinator for meetings dealing with affordable housing programs, projects and issues, planning topics, and government operations which includes oversight over the agencies, commissions, boards and departments of the County Executive's Office, Human Resources & Labor, the Board of Elections (including HAVA issues), Westchester Community College, and the County Clerk's Office. The Committee also evaluates and analyzes proposed labor legislation to determine if the government policy underlying the legislation is fair to workers and reviews and evaluates labor policies and issues of concern.  For housing and planning issues, the committee includes non-legislator advisory members who are leaders in the business and housing communities:  Marsha Gordon, President, Westchester Business Council; Thomas McGrath, Sr. VP, Community Preservation Corp.; Albert Annunziata, Exec. Dir., Building and Realty Institute; Dennis McDermott, Vice President and regional community relations officer for JPMorgan Chase Bank.

Committee agenda items are generally referred to the Committee from the Board of Legislators agenda and includes communications on proposed legislation from the County Executive and the legislators, other proposals, news items and correspondence from the public on issues of interest. The Committee further initiates and explores topics of public interest and advises the County Board of further action required. Items voted out of committee are sent to the County Board for approval.
